Another new passive idea, or rather a variant of an old one

Priority Counter-attacks. I suppose you could call them pre-emptive strikes or something.
Basically the counter-attacker reacts before the opponent’s damaging attack actually hits, and hits the opponent first.
Now the real question here is what it gets priority over. That part is open to suggestions. It could have ultimate priority (and thus act as an SI-damage counter) or have the same priority as priority moves, or even be speed based.
