Haast Maximus is literally the World apex put at least an impact attack or take it the delay. This is literally worse than much legendaries
What are you talking about? It’s got a great kit, good stats and decent resistances on top of a great On Escape ability.

if any apex needs a buff that would be Refrenantem and Hydra Boa
It looks fine. Maybe giving it some damage reduction resistance would help it against other cunning but that’s all I’d give it as a buff.
