Definite Impact vs Definite Shield Advantage Delays

I noticed this during the tournament when using Gemini and facing Alloraptor, that Definite Shield Advantage has no delay but Definite Impact has a delay of 1.

Why should definite impact have a delay of 1, when the move does less that shield advantage (no shield) yet the same amount of damage (1.5x)?

Cuz Ludia doesnt know how to balance arena.

Na serious there is no reason.
DSR does less then Define Rampage and has the same CD and Delay.
Dont think about this things to much or you will lose your sanity.
