I bought the pass but I didn’t unlock blue when I opened pack.

It doesn’t unlock Blue. You only get 1 dino. You’ll have to wait for a tournament or CoT for an unlock.

If it unlocked him, you would likely see an unlock icon on the pack.

You only get 1 dino.

They bought the pass, so theoretically they can get up to 5 copies of Blue.

But you are correct, neither tier unlocks Blue.
