Dino’s above level 40, how do you do that?

I’m at play level 70. Somewhere after 60 I started to battle Dino’s that were over strength level 40. At what level can I evolve mine over 40?

After you reached level 100mio…bad joke…only the AI has the almighty power to use dinos with a higher level than 40.
