Have you noticed that with current rewards dynamics, is easier to cap an epic item in comparison to a rare one?
I mean in terms of rum. Just consider the Mansion: 20 = 18 epic cards, 19 = 90 rare cards.
This means you meed 13 “20s” to cap an epic item, but you need 25 “19s” to cap a rare item…this is a huge difference. That’s why, after a certain level, it’s always preferrable to keep a 19 between a 20 and a 19 (even because you can sell rare cards aa well).

Yeah. But I didn’t math it out a priori. I just noticed that my epics were consistently more developed than my rares when considering equipment. I only figured out why after the fact.

Also, common and rare weapons drop less frequently than other equipment of the same rarity, so they should also be prioritizes if you value completion.
