Mine’s L27 and has the same problem - we should set them up a support group for cloak disfunction 
I only ever use its cloak as a last resort (or occasionally to rain down 11,148 sparkly damage on a rat for the hell of it) and then I am pleasantly surprised on the odd occasion it does dodge. My real hate is when is Erlidom vs Erlidom - they cloak, dodge, you cloak, fail to dodge 
Its other moves keep it on the team.
