a lv 28 cera is impossible at this time without cheating/ exploiting. 27 is possible, but very unlikely. (30 dna per week for 14 weeks)
Hadros is the same way. a lv 28 hadros is possible, but highly unlikely. (25 dna per week for 22 weeks)
so if you suspect foul play, email ludia.
If you see a plauer with a lvl 28 magnus report them immediatly they are hackers

thing is hadros and cera are easy but that does seem kind of strange that they still got level 28, or theyre just lucky. good too bring this up though due too a chance for hackers!
