In app purchase problem

Earlier today one of those special limited offers popped up , it was for cash and two epic incubators for 9.99 . I purchased it and received the cash portion but not the incubators ? How do I either go about getting what I paid for or getting it reversed ?

I emailed them on Wednesday and have not received a response as of yet , looks like I will have to escalate this with apple and my financial institution .
