They are rare to pick up like that. You can get 1 per month from daily gift.
Truth is, without paying it will take a VERY long time to get one to level 2 let alone level 3.
You need to know what you’re getting into…

If you are a free to play player there’s no point in collecting legendaries. Your other gear will soon outperform leg & SH
