It does actually spawn. You just have to keep trying. On some days you’ll find a dozen, on others you’ll get none. It’s just RNG.
They seem to come out mostly at night. Activate a 3 hour scent past 8 pm.
For me its the opposite lol. I only seem to get them when I run scents during the day, but even then it isn’t guaranteed.
Then I guess it’s all luck, I want Kapros and I get a ton of turtles.
