Pteraquetzal Fusing Requirements

I have just levelled up the Pteranodon and Quetzalcoatlus to 20 to start fusing a Legendary. Is this as intended or a bug. If a bug will i be refunded the XP :confused: my stupidity doing it without checking. But still annoying if it is a Bug
