This is an unfortunate problem that has existed since the first player exodus. The small number of active players is unsuitable for desirable matchmaking. The player pool is simply too small. Without either a significant increase in active players or effectual changes to the matchmaking algorithm it is unlikely matchmaking will improve.
As most of the long-standing players have either quit or had accounts suspended it seems imperative for the developer to strive toward attracting and satisfying newer players. Doing so would likely benefit the bottom line and may permit the eventual development of a sizable player base suitable to the matchmaking mechanics.
