The ridiculous balance in 1.5x impact attacks

Don’t know if anyone mentioned before.
Let’s take T-rex for example.

This is rex gen2

Could you notice the problem?
DEFENSE SHATTERING IMPACT is CD1, but ARMOR PIERCING IMPACT is CD2.

Hmm…what? DS IMPACT itself got better effect than AP IMPACT, now this let T-rex gen2 seems even more useless compare to T-rex.

DS IMPACT was also CD2 before ver.1.4.
So T-rex must use normal strike in 3rd turn, because both skills are in cooldown.
But now T-rex could actually do a impact-rampage cycle.

Why don’t they let AP IMPACT and normal IMPACT without any effect also become CD1?
If you don’t know, here’s a dino with only normal impact.

This is not “higher rarity dinos deserve better move” issue.
Because DS IMPACT is also given to Irritator, Baryonyx gen2 & Diplotator.
AP IMPACT is also given to I-rex.

Actually most of impact moves except decelerate and ds have longer cd than most rampage moves which is ridiculous too
